The 32GB and 64GB versions now come with VoiceOver, adding speech to most functions of the device. Unlike the Nano which is primarily a music and video player, the Touch acts much more like a PDA including web browsing and Email support, among many other applications.
Note that the 8GB Touch does not include this functionality due to a slower processor. Also, when comparing prices, make sure to get the 3rd generation models, as the older ones are not accessible.

I wonder if any of these new iPods can be used as voice recorders. The only one that I have tried was an old first generation Nano and that one did not.

Yes they certainly can, though if you intend to do stereo recordings you'll need a dock adapter that will allow you to connect a stereo microphone. The mic input you get via the 3.5mm headphone jack, such as that used by the included earphones, is mono only. Of course, if you're looking to do serious recording, a digital recorder such as those made by Olympus would be a better bet over any iPod.
